Inspect Schedule items with a Control Account (CA).  Find condition where the OBS for a CA is missing.  Find condition where the WPs in a CA have no OBS or the OBS for WPs is not the same as the OBS of the CA. The Schedule will pass this test if 0 conditions are found.

NOTE - SSI Method is different than DECM since the DECM method would produce the same value for the numerator and denominator in a schedule.  SSI Summarizes the baseline work and cost (BAC) for all items in the schedule with a Control Account (CA).  This is the the Denominator in the report.  Then it sums the BAC for all Work Packages (WP) as the Numerator.  If these numbers are different, the schedule has items with a CA but no WP or vice versa.
